Ukraine: farmers have borrowed UAH 135.6 billion — already more than in all of 2025

Since the start of 2026, 14,112 Ukrainian agricultural companies have taken out more than UAH 135.56 billion (≈ $3.0 billion) in bank loans under all financing programs — more than in the whole of 2025, when the figure was UAH 131.47 billion (≈ $2.9 billion). Almost UAH 56 billion (≈ $1.23 billion) of it came through the state program "Affordable Loans 5-7-9%". The Ministry of Agrarian Policy and Food published the data on October 29.

Key figures

  • UAH 135.6 bn (≈ $3 bn) in loans
  • 14,112 agri companies
  • 5-7-9%: UAH 55.98 bn (≈ $1.23 bn)
  • 8,054 farms under 5-7-9%
  • Leader — Odesa: UAH 7.89 bn
  • Farm budget 2027: UAH 5.5 bn

What changed

According to the ministry, 8,054 agricultural companies have raised UAH 55.98 billion (≈ $1.23 billion) this year under the "Affordable Loans 5-7-9%" program. Since January 1, a new loan or an extension of an existing one under the program is available only after registering in the State Agrarian Register (DAR). As of October 29, 7,526 agricultural companies taking part in the program were registered there; they have raised more than UAH 52.6 billion (≈ $1.16 billion).

In figures

In the whole of 2025, 15,574 farms received UAH 131.47 billion (≈ $2.9 billion) in bank loans, and the 5-7-9% program financed 7,978 farms for UAH 53.75 billion (≈ $1.19 billion). In ten months of 2026 both total lending and subsidized lending have already exceeded last year's full-year figures. The top five regions under the 5-7-9% program:

  • Odesa — UAH 7.89 bn (≈ $174 m), 1,011 companies
  • Kyiv — UAH 5.35 bn (≈ $118 m), 681 companies
  • Vinnytsia — UAH 5.20 bn (≈ $115 m), 887 companies
  • Kirovohrad — UAH 5.19 bn (≈ $114 m), 954 companies
  • Kharkiv — UAH 3.93 bn (≈ $87 m), 479 companies

Context: the 2027 farm budget

In the draft 2027 State Budget, funding for the agricultural sector stayed unchanged after the first reading at UAH 5.5 billion (≈ $121 million), Minister Taras Vysotskyi said at a briefing on October 29. About UAH 2.5 billion (≈ $55 million) of the special fund comes from international partners, including the EU and the World Bank, for programs supporting small producers, among them grain bags for storing the harvest. Another UAH 1.9 billion (≈ $42 million) of the special fund is expected revenue from the export duty on soybeans and rapeseed (UAH 1.6 billion) and from leasing state-owned farmland (UAH 300 million). The general fund provides UAH 265 million (≈ $5.8 million), of which about 200 million is for land reclamation and 60 million for crop insurance; UAH 650 million (≈ $14 million) is set aside for grant programs for orchards and greenhouses.

What it means for a buyer

Bank credit remains the main source of money for Ukrainian farms: under the 5-7-9% program this year, an average of about UAH 7 million (≈ $150,000) went to each company. To get or extend a subsidized loan, a farm must be registered in the DAR — worth doing in advance, before the season for buying machinery and inputs. Among the 2027 farm budget lines the minister named, there is no separate support for buying machinery, so plans to renew a fleet should rely on lending programs.
