Kazakhstan: farm machinery fleet to be renewed by 8% by year-end, elite seed share at 12%

On October 31, Kazakhstan's Ministry of Agriculture explained what higher yields will be built on. The measures are part of the Roadmap for the Head of State's instruction to double gross agricultural output in 2024–2028. The main lines are renewing the machinery and tractor fleet, quality seed, more mineral fertilizer and water-saving technologies.

Key figures

  • Fleet renewal: 7% → 8%
  • Elite seeds — 12%
  • Seed target — 11.6%
  • Fertilizer: 2.2 million t
  • That is 66% of the need
  • Goal: output ×2 by 2028

What changed

The ministry continues systematic work to make crop production more efficient, introduce modern agricultural technologies and make production more resilient to climate change. One of the main lines is further diversification of sown areas: the share of high-margin crops will grow to increase the economic return from every hectare. Renewal of the machinery and tractor fleet will continue, and the use of water-saving technologies will expand — especially relevant as the climate changes and pressure on water resources grows.

In figures

The ministry gave this year's figures:

  • The machinery and tractor fleet renewal rate is 7%; it is planned to reach 8% by the end of the year.
  • The share of elite seed reached 12% against a target of 11.6%.
  • 2.2 million tonnes of mineral fertilizer were applied — 66% of the scientifically based need.
  • The Roadmap covers 2024–2028; its goal is to double gross agricultural output.

Context: financing

On October 29, the ministry said that an additional KZT 37.5 billion (≈ $83 million) for KazAgroFinance will make it possible to raise KZT 200 billion (≈ $441 million) for preferential leasing of farm machinery in 2027. For long-term preferential financing of farmers, budget funds will be combined with commercial funds — this should make long-term money more accessible.

What it means for the buyer

With 7–8% of the fleet renewed per year, most machines on farms keep working for many more seasons, while the ministry's goal is to raise yields per hectare steadily and cut production costs. So replacing worn-out combines and sprayers stays on the agenda, and preferential leasing will be available for the 2027 season. An alternative to new machinery is proven used John Deere equipment from the US market, chosen to fit your own budget and tasks.
