Kazakhstan: subsidized farm machinery leasing reaches 350 billion tenge (≈ $772 million), 8,200 farms have signed contracts

Kazakhstan's Ministry of Agriculture said on November 2 that subsidized farm machinery leasing for 2026 has been increased to 350 billion tenge (≈ $772 million). Since the start of the year, 8,200 agricultural producers have signed contracts worth 294 billion tenge (≈ $649 million) — more than 9,300 machines. Program terms: 5% per year, up to 7 years, down payment from 10%.
Key figures
- Program: 350B tenge
- Contracts: 294B tenge
- Farms: 8,200
- Machinery: 9,300 units
- Rate: 5% per year
- Term: up to 7 years
What changed
Program funding has nearly tripled in two years: subsidized leasing received 120 billion tenge (≈ $265 million) in 2024, 250 billion tenge (≈ $552 million) in 2025 and 350 billion tenge in 2026. According to the ministry, the number of farms covered has more than doubled compared with 2024. The terms stay the same: a 5% annual rate, up to 7 years and a down payment from 10% of the machine's cost.
By the numbers
How the program grew and who uses it:
- 2024: 3,900 farms bought 4,300 machines.
- 2025: more than 4,400 farms bought about 9,000 machines.
- 2026: 8,200 farms, more than 9,300 machines under signed contracts.
- Small business in 2025: 98.1% of financing recipients.
- Medium-sized business: 1.8%, large enterprises: 0.1%.
What it means for buyers
Of the 350 billion tenge, 294 billion has already been allocated under contracts, or about 84% of this year's program funds. A farm counting on subsidized leasing in 2026 should check with its leasing company in advance whether any limits remain and which machinery meets the program's terms. The ministry said it will keep expanding access to subsidized financing. Those buying with their own funds should compare the total cost: with a 10% down payment, 5% per year is charged on the deferred portion for up to 7 years.
Background
The ministry calls renewing the machinery fleet one of the key conditions for productivity growth: new machinery makes it possible to plant and harvest on time, cut operating costs and raise labor productivity. At the end of 2025, small and medium-sized farms made up 99.9% of program recipients.
