Portugal: a subsidized credit line of €110 million (≈ $123 million) for the wine sector opens on November 9

Portugal's Institute for the Financing of Agriculture and Fisheries (IFAP) announced on November 5 that it is accepting applications for the “Treasury Line for the Wine Sector II.” Applications are accepted from November 9, 2026. It is a loan with a subsidized interest rate for businesses that process grapes into wine: the money is meant to pay suppliers for grapes from the 2025 and 2026 harvests. The basis is Order (Portaria) No. 433/2026/1 of September 21; according to the government, the size of the line is €110 million (≈ $123 million).

Key figures

  • Line: ≈ $123 million
  • Applications from Nov. 9
  • Loan term: up to 3 years
  • Grace period: 1 or 2 years
  • Rate: no higher than 4%
  • Rate subsidy: 75% and 50%

What changed

The line is designed for cooperatives and processing businesses that buy grapes from growers. The loan covers costs directly tied to paying grape suppliers for the 2025 and 2026 harvests. It can also be used to restructure or repay a loan taken under the 2024 treasury measure (Portaria № 221-A/2024/1). According to the ministry, the reasons for the support are slower consumption at home and abroad, difficulties with sales, and high wine stocks.

By the numbers

Terms published by IFAP:

  • Loan term of up to 3 years, grace period on the principal of 1 or 2 years.
  • Maximum nominal interest rate of 4%.
  • The rate subsidy is fixed for the whole term: 75% on the part for paying for grapes and 50% on the part for restructuring.
  • Restructuring may not exceed 50% of total financing.
  • The limit per applicant is the sum of the unpaid cost of grapes from the 2025 harvest, the average annual cost of grape purchases (based on the best of three closed years: 2023, 2024, 2025), and the amount needed to repay the balance of the 2024 loan.

Who cannot get the loan

According to the government, access is closed to businesses that placed on the market wine from other EU countries or third countries in the 2023/2024, 2024/2025 or 2025/2026 harvests. The minister put it this way: access is possible only if the wine was not imported in the last three harvests.

What it means for a farmer in Portugal

The money goes not to grape growers but to cooperatives and wineries, yet the stated aim of the line is for grape producers to be paid on time at a fair price. A grower who is still owed for the harvest by a cooperative or winery should ask whether the buyer is applying from November 9. The announcement does not state an end date for applications; the rules and deadlines are published on the IFAP portal under “Ajudas/Apoios > Outras Ajudas > Crédito.”
