Portugal: government approves 40 million euros (≈ $44.7 million) for farmers to cover fertilizer and energy

Portugal's Council of Ministers on November 5 approved a resolution on emergency support for agriculture worth 40 million euros (≈ $44.7 million). The money is meant to compensate farmers for higher fertilizer and energy prices. Together with 20 million euros (≈ $22.3 million) allocated from the state budget in June, total aid reaches 60 million euros (≈ $67 million), the government says.

Key figures

  • Package: ≈ $44.7 million
  • Total with June: ≈ $67 million
  • From the budget: ≈ $13.3 million
  • EU reserve: ≈ $9 million
  • PEPAC: ≈ $22.3 million
  • One application via IFAP

What changed

The package was announced back on September 23, and on November 5 the government formally approved it. The money comes from three sources:

  • 11.9 million euros (≈ $13.3 million) — national support;
  • 8.1 million euros (≈ $9 million) — the EU agricultural crisis reserve;
  • 20 million euros (≈ $22.3 million) — funds from the Common Agricultural Policy strategic plan (PEPAC).

In numbers

According to the Ministry of Agriculture, including the June payment, total support will be:

  • 84 euros (≈ $94) per hectare of irrigated land;
  • 36 euros (≈ $40) per hectare of rain-fed land;
  • 30 euros (≈ $33.5) per beef cow and 36 euros (≈ $40) per dairy cow;
  • 4.5 euros (≈ $5) per eligible sheep or goat.

How to apply / deadlines

For both the national part and the EU funds, a single joint application is filed on the portal of IFAP, the Institute for the Financing of Agriculture and Fisheries. The government has not yet published the application deadlines or detailed conditions. For comparison, the June part (28 euros (≈ $31) per hectare of irrigated land and 12 euros (≈ $13) per hectare of rain-fed land) was calculated automatically from the areas in the 2025 single application, subject to a declaration of compliance, and is being paid in a single transfer by December 31, 2026. Separately, the discount of 10 cents (≈ $0.11) per liter of agricultural diesel has been extended to the end of the year.

What it means for farmers in Portugal

If a farm filed the single application and received the June payment, it should keep an eye on the IFAP portal: the new part will have to be requested by application, and the filing window may turn out to be short. Irrigated land gets the most: 84 euros (≈ $94) per hectare versus 36 euros (≈ $40) for rain-fed land. This money partly offsets this year's fertilizer and energy costs and helps with planning spring purchases.
