Portugal: record €1.58 billion (≈ $1.77 billion) paid to farmers in ten months

On November 3, Portugal's Ministry of Agriculture and the Sea reported that from January through October 2026 it paid €1,579 million (≈ $1.77 billion) to farmers, forestry and fisheries — the largest amount ever paid for this period. In October alone, €511.5 million (≈ $574 million) was transferred through the IFAP payment agency to more than 180,000 recipients.
Key figures
- Jan–Oct: €1,579M
- October: €511.5M
- Recipients: 180k+
- Basic income: €243.8M
- Small farmers: €50.3M

What changed
October payments cover national and European support instruments for agriculture, forestry and fisheries. The largest share — €243.8 million (≈ $273 million) — went to basic income support (Apoio ao Rendimento Base). Small farmers received another €50.3 million (≈ $56 million), and €37.7 million (≈ $42 million) under the POSEI program went to livestock farming in the Azores. Under the PEPAC strategic plan, more than €51 million (≈ $57 million) was paid on the mainland for soil conservation, permanent crops, traditional landscapes and the agroforestry mosaic; the payments also included young farmer start-up grants and productive investments.
By the numbers
Other October payments:
- Fisheries under MAR2030 (mainland and Azores): €19.3 million (≈ $22 million).
- Research, innovation, fisheries and clusters under the PRR: €4.5 million (≈ $5 million).
- Grazing support to reduce fuel load: €10.7 million (≈ $12 million).
- Aid after Storm Kristin: €7.9 million (≈ $8.9 million).
- Common lands (baldios): €4.1 million (≈ $4.6 million).
- Emergency diesel fuel aid: €1.5 million (≈ $1.7 million).
What it means for farmers in Portugal
Large payments under basic income support and PEPAC measures arrived in October, so many farms have working capital toward the end of the season. Grants and investment support for young farmers are a separate line that can be put toward upgrading machinery. Before a major purchase, it helps to check with IFAP which payments have already been credited and which investment applications have been approved — that makes it easier to plan next year's budget.
