Portugal: cooperatives can apply until November 18 for aid on transport with their own vehicles

Portugal's Institute for the Financing of Agriculture and Fisheries (IFAP) has opened applications for emergency temporary aid for those who carry goods with their own vehicles. Applications are accepted from 10:00 on November 4 to 18:00 on November 18, 2026. The aid is non-repayable, is calculated per vehicle, and is meant to soften the rise in fuel and AdBlue prices in April 2026. The total budget is 500 thousand euros (≈ $558 thousand).
Key figures
- Applications: November 4–18
- Budget: ≈ $558 thousand
- Non-repayable aid
- Calculated per vehicle
- One application per recipient
- Paid in a single transfer
Who can apply
Under resolution No. 395/2026/1 of August 28, the aid is open to those who carry goods with their own vehicles:
- agricultural cooperatives and multi-sector agricultural cooperatives;
- companies more than 50% owned by accredited agricultural cooperatives;
- recognized producer organizations and their associations;
- fish trading and processing businesses;
- aquaculture farms.
How to apply
The form is in the restricted area of the IFAP portal, under Meu Processo → Medidas de Mercado → Apoios Nacionais → Gasóleo Agrícola → Pedidos de Apoio/Pagamento. It asks for the recipient type and the vehicle registration numbers. Each recipient may submit only one application; it must be checked and sent before the deadline. The conditions are described in the information note and the manual on the program page.
How it is checked and paid
IFAP passes the list of registration numbers to the Institute of Mobility and Transport, which adds data from the registration documents; these determine eligibility and the amount. The money arrives in a single bank transfer to the account listed in the IFAP database. The condition for payment is having no debts to social security or the tax authority. Anything paid in error must be returned: voluntary repayment is allowed within 30 days.
What it means for farmers in Portugal
The money goes not to individual farmers but to cooperatives and producer organizations. If a farm sells its crop through such an organization, it is worth reminding it of the deadline: the budget is small, and the application window closes on November 18. Cooperatives themselves should prepare the vehicle registration numbers in advance and check that their tax and social security documents are in order.
